I cannot reproduce this on macOS Sonoma.

I built LibreOffice with all languages in my local macOS master build. Then I
ran set the UI language to Hebrew in the System Preferences application,
launched LibreOffice, and opened a new Writer document. The cursor is set to
the right margin as expected so I increased the document zoom so that the
document no longer fits with the window. Scrolling horizontally behaves the
same of Microsoft Word.

I also repeated the above test with the UI language set to Arabic in the System
Preferences application and also scrolling horizontally behaves the same of
Microsoft Word.

Anything other combination I system UI and/or language within a document that I
should try?:
