BZ is the development issue tracker. Feedback and suggestions from users are
conveniently given in localized ask.libreoffice.org [1] and other language
appropriate user channels.
The dev community and broader user community is quite diligent in moving
forward development/enhancement issues.
In other words you do not have to use BZ to contribute--and your contributions
are welcome. But BZ issue tracking (and LibreOffice development) is coordinated
in technical English. It would be counterproductive to run parallel BZ
instances.
