Do you mean that you checked if a printer is listed in you system's
configuration depending on if you are connected or not? To be clear: I know
that your issue didn't involve using a printer, but bug 42673 is often the
cause of such a hang and is related to network devices being unavailable when
LO start up.

If you want to help, please install a recent version (24.2), test again if the
issue persists, and if it does, double-check that network printer thing (is
there one that Windows lists as an unavailable network printer? Does removing
that printer resolve the issue?).

If you don't have LO installed anymore and don't plan to install it again, we
might have to close the report as "resolved - insufficient data".
