It also is restored if Writer was simply closed with Manage Changes opened.
That's the same as e.g. the floating Navigator. But not the case for other
dialogs, e.g. Find and Replace.
Same in OOo 3.3.
In my opinion, this is "not a bug". I can see why users might want to have the
Manage Changes dialog persist between sessions.
