No problem with that, this issue is not about locking by default.

1. That requires a restart (gasp). That in itself makes it half-irrelevant.
2. This bug is about making the unlocking toggle available through a toolbar's
context menu unlock all toolbars. Let the single-toolbar-locking, which I
suspect is of almost no interest to anyone, be hidden away off the context
menu; and let the more commonly-desired function be on that menu.
