ATM we don't really know how to start with some attempt to reproduce the problem. I anyway attempted to follow the generic steps. I created 2 spreadsheets with some random cell formatting (including background color) with LO 7.6.6. Then, using LO 24.2.4, I used copy + paste special without format, and the result was as expected (and not as reported).
