change RTFDocumentImpl to use Graphic instead of GraphicURL

There are three images at the end of the document which before were not shown
properly, but a "Read error" was visible in their frame as alternative text.
So that was not exactly good, but at least most of the document was loaded and
readable.
Also can confirm that resaving the file in Word 2016 makes the images appear in
Writer, but also changes file size from 500 kB to 14.5 mB!
