Description:
After tilting text in a lower cell, the cells above can't have their lower
borders set to a particular line.

Steps to Reproduce:
1. Have cells D5 to U5 with set line borders on all their sides
2. Select cells D5 to U5 and have them tilted 45 degrees to the right
3. Try setting the borders of nearby cells D4 to G4


Actual Results:
1. Cells D4 to G4 cannot have their borders set. On trying to set their bottom
borders, nothing happens.

Expected Results:
One should be able to set borders of any selected cell
