I confirm the expected behaviour with
Version: 24.8.0.3 (X86_64) / LibreOffice Community

but I also think, there might be a problem with the document. I assume, you've
created the second page in the followong way:
1. Pressing for example strg+enter
2. Add frames to second page
3. Place cursor at textmarker on beginning of second page ad presse enter =>
Still to pages but with no option to enter text on second page.
If you save as doc after second step it works as expected, but if you do it
after third steps, it (same with saving as docx-file).
Peter, are you able to confirm my observation?
