I have set a conditional format with a formula that should change the
background colour of a cell when the condition occurs.  The condition is a
formula "=R7<TODAY()".  When cell R7 has a date less than today, it will show a
red background with bold date with format YYYY-MM-DD.  I set the red background
as a style.

If you enter the condition, it works the first time.  

If you try to copy and paste the format, it fails.

If you go to edit the conditional format, you will see that the "=" has been
removed from the formula.  Once you add the "=" again, press OK and exit the
dialog box, the conditional format will work again.

As soon as you save and open, the conditional format doesn't work.

Note that auto calculate is on.  Apparently some other bug showed that
conditional format with formula doesn't work without auto calculate.
