OK, seems ability to change between the Appearance System/Light/Dark modes is
resolved on master against 25.8. You can now apply (i.e. force the restart) for
change between Automatic theme System/Light/Dark, and you can assign a color
value other than automatic to document or application color.

Though I do see an issue with scroll bar fg (their "thumbs") and bg (the bar)
not being visible (both are a white from some automatic value) in the Automatic
mode's 'Light' mode radio button.

Before any appearance theme is applied, and also with the 'Light Application
Color' theme.

Skia libs Vulkan or raster frame mode does not change that in any way for the
Automatic 'Light' RB mode.

@Sahil, do you want a separate BZ issue now for the scroll bar color(s) in
Automatic and the Light Application Color themes?
