Description:
We use TSCP Classification in our organization.
We have to enforce a specific message in Header and in Footer.
At the moment, each user can modify this message.
Can Libre Office enforce a second application/verification on Header and Footer
text, when user save the document?

Steps to Reproduce:
1. Apply Classification for a document
2. Edit Header text
3. save document with wrong text (about classification) in header.

Actual Results:
user can save document with modified Header

Expected Results:
to have possibility to enforce a specific text in header and footer with
details about Classification
