Yes, the semantic difference is that saved things are akin to project files
that one would expect to reopen with all the same data while exporting will
have a simplified result that can be described as destructive. There is some
grey area here, such as CSV being under Save As while it is then always
imported and having separate HTML filters in Save and XHTML in Export. Closing
as notabug.
