Description:
If you last closed a document on the smaller screen, but then open a document
that had previously been open on the larger screen, it will open on the smaller
screen but overflow the top and bottom, which makes the top bar inaccessible,
which also prevents moving the document or easily resizing it. 

This can be worked around by using the windows bar, right clicking on the
thumbnail version of the document, and maximizing it. Document can be
manipulated from that state normally. 

Steps to Reproduce:
1.have a large, high-res monitor and a smaller, lower-res monitor
2. have documents open on both that are not full screen, but do fill most of
the vertical space on each monitor
3. Close first the large monitor document, then the small monitor document. 
4. Open the large-monitor-document, such as by double clicking the file in its
folder.

Actual Results:
The file launches in the 'last closed' monitor (which is the smaller one), but
opens at the last-saved/opened size (which is for the large monitor). This
causes the document to overflow the top and bottom of the smaller monitor.

Expected Results:
When the document opens, it should either A) open to the last monitor that
*this* file was on (ideal behavior, but there may be memory/file size issues),
or B) check the document's size against the monitor's size, and ensure that the
document opens at an appropriate size

Additional Info:
For compatibility reasons, I am using .rtf as my default save format. I do not
know if this makes a difference. 

This has also been the behavior across multiple versions, I had just been lazy
about reporting it until other circumstances prompted me to have the bugzilla
site open already, and I had this bug re occur while testing something else.

While there is an easy work around, the loss of functionality is not minor
until the work around is used, so I set the severity to normal.
