Situation has been improved, because now it is possible to change the scale
width 100% (step 5 in comment 0). But the first part of the problem remains

Steps:
1. Open attachment 172603. Note that the characters on the four lines have
visibly different widths.
2. Select all -> Format -> Character -> Position -> Rotation/Scaling

Actual result:
Scale width is displayed as 100%

Expected result:
Scale width field should be empty, because scale values within the text are
different
