My understanding from the discussion is that the solution is to add a "More Options..." button to the toolbar's border pop-up. When clicked, this button should launch the "Format Cells" dialog and focus on the "Borders" tab. The plan is to follow the implementation pattern of the existing "Underline" widget as suggested.
