Description:
Opening a CSV file with some fields prefixed with a single comma `'`, the
character is doubled up in the final spreadsheet. See attached example.
Steps to Reproduce:
1. Import CSV, with some fields prefixed with `'` character.
2. After importing, check the value held.
3. Value now has the character doubled up: `''`.
Actual Results:
Extra character is inserted.
Expected Results:
Unnecessary extra character should not be inserted.
Reproducible: Always
User Profile Reset: No
