I believe the topic wasn't fully understood if this was brought to the design
meeting as this is about broken functionality. Removing the entry from the main
menu, which shouldn't happen, and putting it in the context menu doesn't solve
the same broken behavior. In my view, it shouldn't be added to the context
menu, as it has low usage and is accessible within the table properties dialog.

As the entry was already added the context menu, though very strange that is in
the 'Style' submenu, i'll modify the steps to show the broken behavior also
happens there.

Steps:
1) Open Writer
2) Insert table
3) Enable: Context Menu > Style > Header Rows Repeat Across Pages
4) Deactivate: Context Menu > Style > Header Rows Repeat Across Pages
5) Add a row to the table
6) Header Rows Repeat Across Pages entry is no longer visible in the Context
Menu unless the cursor is in the first row
