Retesting results:

Windows 11 Pro (23H2), x86_64 OS Build: 22631.6199
UI render: Skia/Raster, VCL: win, Locale: uk-UA, UI: en-US, Calc: CL threaded

In LibreOffice 25.8.4.2 (stable), the issue is weak and mostly consistent:
drawing objects are placed almost correctly, with only minor and reproducible
offsets.

In LibreOffice 26.8.0.0 (alpha), using identical steps, the placement of
drawing objects is inconsistent between runs, resulting in different offsets
each time.

This suggests a regression towards non-deterministic behavior in object
anchoring/layout. Due to the lack of a clear good/bad boundary, bibisect is
likely not feasible.
