That is an interesting corner case to consider, but it's not what I opened this
bug about. Let's interpret "unused" in the stronger sense of the word: A theme
the user has not used, nor switched to or from, during the current session of
LO.

Ah, but we don't. Even with _no_ theme change we get the restart request, and
that's what bugs me. Once I start messing with the theme then it makes sense to
me that the app would like a restart. It might not be ideal but it's tolerable.
It's when I _haven't_ messed with the theme that I don't feel it's legitimate I
be asked to restart.
