Yes. If the locale is not set in the current ScSortParam, then the locale from
ScGlobal is used. That would be your case 1.

AFAIK, the language settings in the cell style are not used, neither the
language of the text nor the locale in the number format. I guess it would take
a lot of effort to change that. Affected are AutoFilter, PivotTable, SORT and
SORTBY functions, and DataProvider, for example. The functions have the
additional problem, that their parameter need not be a cell range, but might be
the output of a function as well.

If the sort dialog is not suitable, you can use a macro for sorting and therein
evaluate the language settings in the cell styles.
