A cell does not have a locale. The locale is only determined by Tools > Options
> Languages and Locales.

However, you are right, that if the conversion of text to date is unambiguous,
LibreOffice could convert it. The standard specifies "Evaluators may accept
other formats that will convert to numbers, and those conversions may be
locale-dependent, as long as they do not conflict with the above." Only that
LibreOffice needs to document it, that is describe the rules in its help.
