I'm marking this NOTABUG for the following reasons: When this report was filed, we didn't have Start alignment. The most sustainable way of working with mixed LTR/RTL text was to use separate LTR and RTL paragraph styles, each with their appropriate paragraph alignments and directions. In that context, it made more sense for Clear DF to be a straightforward revert-to-style command. Today, though, I think the situation is reversed. Today it feels a lot more natural to work with paragraph styles as direction-neutral, and instead control direction via page style or DF. In addition to user-initiated DF, we now also have features that apply paragraph direction DF automatically. Preserving this DF across common formatting operations is now more important than it used to be. (I am contradicting myself from bug 58070 comment 20, but this is how much I think the 'feel' of Writer has changed in the past few months.) When this report was filed, the fix from bug 40496 also felt very strange and bug-like. We didn't have Start alignment, so changing paragraph direction also applied an alignment change as direct formatting. When direct formatting was cleared, the direction would be kept per the fix, but the alignment would be reset to Left. Today, this strange behavior doesn't happen. The fix from bug 40496 now works in an intuitive way, so I think it makes more sense to keep it as-is.
