We have three potential targets: header/footer, ToC and PDF ToC (yes, PDF ToC
is a different target for some users), all are separated for the development,
and likely for a potential WYSIWYG UI, too. We have multiple requirements: the
heading is too long for 1) the *1-line* header/footer 2) to much for the
*narrow* PDF ToC, and 3) we need in-line Heading 4–5 for our APA-like
typography etc.

Indeed, the original LaTeX example modifies the ToC, too, not only the header,
so I added also ToC to my last example, shortening
titles_in_ToC_and_header.pdf, demonstrating all the LaTeX functionality in
Writer: different shortening for the ToC and for the header/footer.

An important issue here, that OOXML and ODF have completely different document
layout model. It seems, in OOXML/MSO, the WYSIWYG solution for the
header/footer problem is use sections, which have own header/footer, and they
don't need to start on a new page, i.e. they are applicable for lower level
heading, too, not only for the page-starter ones.
