LibreOffice provides a 'by author' cursor position, restored on reopening the
Writer document. When you are not the author--you have no established cursor
location within a document being reviewed until you start editing, and if you'd
only been scrolling view ports--your edit position can jump to the view port
holding the edit cursor.

You can drop bookmarks (which persist and modify the document with your author
details if you've set them in profile), or you can drop 'Reminders'

Presented in the SB 'Navigator' Deck; with the mode set to 'By Page'

Use some mix of the 'Go-to' spin box numeric entry, to up or down button, or
the <Alt>+<PgDn/PgUp> movements.  Drop a Reminder (the paperclip icon) from
time to time where you choose, you get a stack of 5 to work with.

Then have the option of taking Navigator out of by 'Page' mode to use by
'Recency' or by 'Reminder'.  By 'Bookmark' would modify the document, so that
may not be desired.

The 'Recency' is a broader stack of movements (to Start, to End, to Table,
etc.); the 'Reminder' mode is just the cyclic shift of the 5 reminders. Between
those modes you should be able to find a work flow that is smooth.

Work a bit with the Navigator modes and see if it behaves better.
