Description:
On e.g. Windows 10 N, LibreOffice 26.2 fails to start and is therefore
completely unusable. Attempting to start displays an error dialog:
"The code execution cannot proceed because MFPlat.DLL was not found."
Per sources, this is because the DLL is part of the media features, which are
not included in Windows N:

Windows N is a version of Windows without the media functionalities
preinstalled. Microsoft is legally required to offer this version in Europe
(EEA) to bolster competition.
LibreOffice needs to treat these DLLs as optional and at the very least support
all other features even if these DLLs are not available. I see use of these
DLLs mentioned for Impress in the release notes, but I can't use Writer or Calc
either.
