FWIW, it *does* export correctly to PDF/UA, possibly because of the hack introduced for tdf#153935. I also noticed that LO doesn't seem to support ODF's `<table:table-columns>` and `<table:table-header-columns>` (if I open a file crafted with those, they simply get eluded), whereas `<table:table-header-rows>` stays, so maybe there's something missing more fundamentally?
