LibreOffice Writer needs a UNO API method to scroll the viewport independently
of the cursor position.
Most text editors have this ability, which is often very useful for reviewing
documents. The scrolling options that exist (mouse clicks on the scrollbar,
PgUp/PgDn are not a substitute.
