This suggestion implies that, if by any chance, my mouse happens to be on the
horizontal scroll bar, then instead of having the desired vertical scroll I
would get horizontal movement.

To be clear, I am completely against making this change. It is inconsistent
with LO, introduces an unnecessary "pay_attention_to_this_additional_detail"
that modifies the expected behavior, just because a user does not want to press
one [SHIFT] key that enforces the desired behavior.

So, no, this introduces unwanted behavior for most spreadsheet users. GIMP is
not about spreadsheets, last time I checked.

This is a waste of time, while real concrete important issues (such as Calc
functions not working as they should) are not solved at all. All this mixed-up
topic (that required many clarifications) must be compared to "save the effort
and time that it takes a user to press the [SHIFT] key".
