-1, it is not just for customization of Toolbars. Rather the dialog provides UI
controls/adjustments or customization if all elements of the User Interface. 

The 'Customize...' dialog provides the UI to adjust the interface
configurations for each of:

  Menus
  Toolbars
  Notebookbars
  Context Menus
  Keyboard
  Events

The button action to launch the 'Customize...' dialog resides on the main menu
'Tools' menu. Where else would it go?

While the 'Options...' dialog is primarily for behavior of the entire
application.

Though not necessary, a rename of 'Customize...' menu entry to 'Customize
UI...' would be more correct--but it would impose localization effort that is
not warranted.
