I checked the options / compatibility section to see if there was something that made sense to change, and nothing. So, as it stands for the moment, if you have one of these documents that came into LibreOffice as a .docx saved as .odt, then the footnotes can have this weird spacing on the first line with no way to fix it except to cut and paste the text into a new document that does not remember is was a .docx file...
