Some questions...

1. I noticed nobody so far has marked this bug as blocking Arabic-and-Farsi
(hence I had not noticed this bug before). So, Hossein, can you reproduce this
with a non-Arabic font? Specifically, with a Latin/English font?

2. It seems that, as the line progresses, there isn't any increase in
horizontal discrepancy between the two renderings. Is that also your
impression?

3. Hossein, you mentioned particularly the overlap of characters of opening and
closing guilemmets. Is this the only "egregious" difference?

4. Could this somehow be some kind of post-harfbuzz effect by the
rendering/rasterization piplines on Windows/Skia and Linux/GTK3 respectively?
e.g. something like ClearType or whatever?

5. I don't see the guillemet overlap issue in any of the PDFs. Are we really
seeing a problem in PDFs as well as on screen? And - if we do, is it really the
same bug?
