Description:
It is currently not possible to set the unit measurement to all LO modules at
once. Instead, you have to go through the options and change it several times.

Steps to Reproduce:
You just installed LibreOffice. By default, the 'Measurements unit' is set to
Inches (eg in Options->LibreOffice Calc->General).

Now imagine I want to change to Centimeters

Actual Results:
To make LO work in centimeters, I have to go through the Options and change it
SEVEN TIMES:

Calc:
General - Metrics

Writer:
General - Settings
View - View - Horizontal ruler
View - View - Vertical ruler

Writer/Web
View - View - Horizontal ruler
View - View - Vertical ruler
View - Setting - Measurement unit

Expected Results:
Options -> LibreOffice -> General: Default measurement units.

The option chosen by the user automatically propagates to all other
applications/modules.

For example if I chose 'Centimeter", then I do not have to go on and change it
on all other places...

Additional Info:
I don't think many users use mixed units (eg Inches in Calc and centimeters in
Writer).

At the same time, I see value in offering the user to customize units for
different modules. I bet this is VERY unusual, but it may happen. Say you work
in Centimeters all the time, but one day you get a requirement to format the
margins in Writer to x inches. Ok, you have the option to do that.

But I think the most common situation is the user just needs ONE unit.
Therefore, if the user needs to change it, it makes sense to change it only in
one single place in the options.

What I propose is to offer the user to set the DEFAULT unit. This is then
automatically propagated to all other modules. Then, if the user needs to
change a specific module (eg Writer/Web), they can go and change only that. 

Makes sense?
