It is an _infamous_ button. It's known for being what you have to use on small
displays like a mobile where you can't fit anything. So you put all of your
controls under a single expandable button.

We want and need relevant toolbar buttons; that is not "clutter". Plus, the
hamburger menu on the start center has exactly 2 items! "Clear Recent
Documents" and "Clear Unavailable Files". And there already is a toolbar at the
top of start center, with a "Filter" control, and the hamburger menu, i.e. we
are not saving any space.
