Despite my best efforts I cannot quite get used to LibreOffice's standard toolbars interface and I really don't like its tabbed interface, which feels clumsy to me. However, I DO like the GroupedBar Compact, which cleverly mimics the structure of the ribbon interface but is (for me) much more coherent. I have often thought that it would be great if there was a version of GroupedBar Compact that used a little more screen real estate to add more icons. And to my amazement, I now find that there is! For what it's worth (nothing!) I would start from the layout of GroupedBar Compact - make it a little "deeper" - and add the next batch of popular icons. GroupedBar Compact is already visually coherent and works well; we just need the same thing but a bit more of it. But its great to see that this UI has been developed.
