Our 100% definition is entirely reasonable. -our current implementation matches current MS Word (since 2013). -related bug reports (bug 170208) indicate that even different versions of MS Word are somewhat erratic in handling table positioning. -I expect it to be a tricky solution since we would need to redefine what 100% means in various contexts. The added complexity at this late point in time seems unimportant. bug 119760 demonstrates compatibility mode differences in table placement.
