Description:
If using the Basic Fonts settings (without trying to use Templates), the
user-specified font sizes don't affect the Endnote, Footnote, etc. font sizes.
By default, the Default font size is 12 pts, but the Endnote and Footnote font
sizes are set to 10 pts.
If users set a Default font size of 9 pts-- so we can print without wasting so
much paper, so we can fit tables onto the page, etc.-- the Endnote and Footnote
font sizes stay at 10 pts.
Steps to Reproduce:
1. Use Tools > arrow down to reveal Options > LibreOffice Writer > Basic Fonts
(Western),
2. Set everything to 9 pts, and Apply,
3. Open the list of Styles, click on Footnote, and Edit Style,
4. Go back to Basic Fonts (Western) and restore your preferred settings.
Actual Results:
At step 3, it will show that the Footnotes are still set to 10 pts.
Expected Results:
Footnotes should be no larger than the Default Paragraph Style.

Additional Info:
I get that certain file formats require integer values for font sizes, and
relying on multiples of the Default Paragraph Style was incompatible, so a lot
of these styles now use set integers.
But it's harder for users to adjust all these styles, especially ones which are
missing from the list in Basic Fonts.
But maybe using + or - a certain number would work. So the footnote size could
be Default Paragraph Style -2 pts or -1 pt.
And maybe allowing users to set a minimum and maximum font size would help too.
