Screenshot of the issue on master with qt6 vcl plugin

When starting LibreOffice with scaling enabled for the display/screen (e.g.
using 200%), the icons in the toolbar, menu (and probably elsewhere) look
broken, see attached screenshot taken with the qt6 vcl plugin on Linux.

# Steps to reproduce:

1) set display/screen scaling to 200 %, e.g. in KDE Plasma's "Display
Configuration" when using KDE Plasma
2) start LibreOffice Writer

# Actual result:

The icons in the toolbar look "broken", mostly black instead of clearly showing
the "actual icon content". See attached screenshot taken with the qt6 vcl
plugin.

# Expected result:

Icons should look nice and integrate well into the toolbar.

# More information:

This is reproducible at least with the qt6 and gtk3 vcl plugins on Linux.
It is a relatively recent regression.
