Description:
When "resize with cell" is enabled, rows or columns may still expand in size
when added or removed.
Steps to Reproduce:
1. Open sample file.
(
* Insert Textbox, and set text "AAAAA".
* Change Anchor to "To Cell(resize with cell)".
* Move the textbox to cell B5.
* Make the line height at line 5 approximately twice its current height.
* Set Border line of textbox.
* Set "Fit to Cell size".
* The default font and font size of textbox will vary by locale.
The font size may need to be slightly larger.

2. Select Row number 2.
3. Delete row.
Actual Results:
4. The frame of the text box becomes slightly larger.
Expected Results:
4. The cell size is not changed, so it should not be larger.
Reproducible: Always
User Profile Reset: No
Additional Info:
This change was not observed when adding rows.
There is a workaround, but the cell size should be maintained without it.
