Description:
Ctrl+Left-Shift forces LTR formatting on paragraph & Ctrl-Right-Shift forces
RTL. This interferes with other Ctrl-Shift keystrokes. There are other key &
menu options for LTR, RTL. Ability to turn off Ctrl-Shift (only) formatting
would be a great help. For example, copying Hebrew text into a RTL paragraph as
unformatted text (Alt+Ctrl+Shift+V) often also triggers Ctrl+Left-Shift LTR
which incorrectly reformats the paragraph. Must manually reformat each time.

Steps to Reproduce:
1. Ctrl+Left-Shift forces LTR formatting on paragraph
2. Alt+Ctrl+Shift+V (copy unformatted text) often also triggers Ctrl+Left-Shift
LTR

Actual Results:
Paragraph is involuntarily reformatted LTR

Expected Results:
Not reformat paragraph unless specific keystrokes invoke it.
