Follow-up info:

Switching from my primary monitor, a Dell U2412M (16:10 aspect ratio), to an HP
Pavilion 22cw (16:9), completely resolves the far-left coordinate positioning
glitch.

Per Google AI:
"This behavior strongly indicates that the initial blank WindowState values in
the profile registry are directly triggered by a layout caching/scaling
mismatch or coordinate misinterpretation linked specifically to the 1920 x 1200
extended display identification data (EDID) layout profile under Windows 11."

While not familiar with EDID or WindowState concepts, I thought this sounded
relevant.
