The current Calc Notebookbar - after the introduction of section titles - has
many problems in section naming, command labeling, and the placement of
commands in sections. This bug regards issues with the _File Tab_ specifically

1. "Save as Templates" cannot be in a section named "New" - since it does not
create a new document. The command should be moved, or the section needs to be
renamed/reconceived.

2. The "File" tab cannot have a section named "File" - that's redundant. And,
indeed, commands from other sections would fit just as well in this section.
The sectioning here needs to be rethought - both the assignment of commands to
sections and this section's name (possibly also the names of other sections).

3. In the "Print" section, the word "Print" should be removed from the command
labels.

4. If we don't have a good section choice for many items, perhaps we should
leave them as unsectioned, i.e. let's section only what clearly fits in a named
section.
