Description:
when 'header rows repeat across pages' is set it does not repeat at the top of
each page but repeats approximately every half page inserting it into the
middle of a page of text. in fact setting this can case the program to crash.
I am using Version: 26.2.5.2 (X86_64)

Expected Results:
header appears in middle of table on each page

Additional Info:
header should have appeared as the first line on each repeat of the table
across pages.
