I checked the behaviour, and it appears that 0 is treated as no limit.
Some software and systems use 0 to indicate no limit, so I cannot determine
whether this behaviour is a bug.

However, I could not find any information in the help documentation about what
0 means. Therefore, I think it would be helpful to users to document what 0
means.
