I did code reading and debugging and found out that the current value of 0.25cm
for the margin-bottom of p in the CSS comes from the "Body Text" style. You can
see the value in its non-rounded form 0.247cm in the styles.xml of an extracted
.odt with a table:

style:family="paragraph" style:parent-style-name="Standard" style:class="text">
    <style:paragraph-properties fo:margin-top="0cm" fo:margin-bottom="0.247cm"

Note that while the style is shown in the UI as Body Text, internally it is
still referred to as "Text body".

Rather than going into the code and overriding what is written for paragraphs
within table cells, it seems that we should focus on why the `td p` CSS rule
does not set the margin(s) based on the "Table Contents" paragraph style.

I will continue to debug this some more.

The main source code file of interest is sw/source/filter/html/css1atr.cxx

Setting breakpoints to places like SwHTMLWriter::OutCSS1_Property,
OutCSS1_SvxULSpace and OutCSS1_SwFormat and getting backtraces reveals more
about where everything is coming from.
