This is already working in OOo. It also round-trips OK - so the background image still shows up OK in MS Excel after LO saves it. Already true for .xls with OOo. I don't see any bug here. It is just a different implementation. While LibreOffice has the ability to set a background colour/image, it simply choses not to display them to the user - and that seems like a really good choice to me in general.
