Description:
In LibreOffice Writer, attempting to adjust table row height by dragging the
horizontal row border fails. Hovering over the border changes the cursor to a
vertical double-headed arrow, but clicking and dragging causes the cursor to
revert to normal and the row height does not change.
Steps to Reproduce:
1. Open LibreOffice Writer and insert a 3x3 table.
2. Move the cursor over the bottom horizontal border of any row until it
changes to a vertical double-headed arrow.
3. Click and drag up or down to adjust the row height.
Actual Results:
The cursor reverts to the default pointer upon dragging, and the row height
remains unchanged.
Expected Results:
The row border should move with the cursor, expanding or contracting the row
height vertically.

Other Information: Resizing works via the vertical ruler.Horizontal border
