Description:
Permit Glow and Soft edges be applied also for curves and polygons.
Steps to Reproduce:
1. Create curve/polygon.
2. Enable Glow/Soft edges effect.
3. See that it doesn't work.
Actual Results:
Effects are not applicable for not basic shapes.
Expected Results:
Effects be applicable for curves and polygons.
Reproducible: Always

Additional Info:
Converting to bitmap and then applying effects is an existing workaround but
has its drawback: loss of quality and is destructive which means it prevents
the original shape from node changes for shapes further. As a solution the copy
of the original shape can always be kept but let's say it out loud: it's not
convenient.
