If you look at OOXML PositionHandler::orientation(), it says
// It appears that to 'line of text' alignment is backwards to other
alignments,
// 'top' meaning putting on top of the line instead of having top at the line.

What we import seems to be ok - it matches what MS Word does with the file.
But when we save an image that is Top/Bottom to 'line of text',
then it flip-flops back and forth each save.
So obviously our export is wrong.

This started in LO 5.4 with commit 85a621be87c88d8c317eb0fa296ae64f2b3253a5

Earlier in 5.4 it was always saving as 'from bottom', but that was fixed with
commit d2be1f90faa64cbbfe789eb62370555eb5400ae3

Steps to reproduce:
-open 169024_verticalCenter.doc
-save it
-reload and notice the image is now on the opposite side of the line.
