This continues to be an issue in 26.2.6.3 on Windows (screenshot attached).
While for some software it makes sense for 0 to behave as "unlimited", in this
context 0 has a very clear desired outcome, which is that there should be no
consecutive hyphenated lines. "unlimited" in this case could be sensibly
defined as -1, as 'null', or by some other value depending on how the software
is structured, but as a user I wish to be able to set up my document so that a
hyphenated line is not followed by another hyphenated line.
